LCJFS and CSEA to merge under leadership of Ortiz-Flores

Toledo, Sept. 27, 2011: Lucas County Commissioners approved a resolution that officially announces the intent to merge Lucas County Job and Family Services (JFS) and Lucas County Child Support Enforcement Agency (CSEA) into one agency at today’s Commissioners’ meeting.

The Ohio Revised Code offers county commissioners the opportunity to decide the organizational structure that will provide the best method of delivering services that protect and support the vulnerable children, families and adults of Lucas County.

“As a responsibility to the public, I am always exploring ways to make the services we provide more efficient and cost-effective” said Commissioner Tina Skeldon Wozniak. “Streamlining government agencies is a successful method of coping with limited resources while delivering services in a more seamless way.”

The merger process started in 2006 when Commissioner Skeldon Wozniak convened a committee to examine the feasibility of combining the agencies in order to make public services more efficient, cost effective and client friendly. The study recommended that a merger move forward.

Since then Lucas County officials, management and labor of both agencies have been working on a merger plan. “Without the hard work of the JFS and CSEA staff under the leadership of Deb Ortiz-Flores, we would not have been able to achieve a successful merger” said Commissioner Wozniak.

According to Ohio Revised Code, county commissioners must pass a resolution that formalizes the intent to merge the agencies ninety days before the merger is to take effect. Commissioner Wozniak introduced this resolution today to stay on track for a merged agency the first of the year.
