Toledo City Council District 4 seat up for grabs.

Republican Alfonso Narvaez, and Democrat Terry Shankland are challenging incumbent Councilwoman Paula Hicks-Hudson for the Toledo City Council District 4 seat, to serve for the rest of 2011.

Hicks-Hudson, a lawyer, was appointed by city council Jan. 11, 2011 to replace former Councilman Michael Ashford, a Democrat after he was elected in November 2010 to the state House of Representatives. The seat will be up for grabs again in the fall primary and general elections just like Toledo's other five council district seats.

Narvaez, 19, a student at Lourdes College, was elected ward chairman and treasurer of the Lucas County Republican Party Central Committee. Narvaez said he needs to deal with the violence in the area, is against raising taxes, and has criticized Hicks-Hudson's vote for water and sewer rate increase.
