Special recognition given to Escobar

Louis Escobar, president of Toledo City Council, was recognized by the council last Tuesday at a special session. Escobar, a Democrat, elected not to seek re-election last November and plans on devoting his time to family, friends, and education, including obtaining a PhD at the University of Toledo, possibly with a group of approximately 11 Latino scholars.
