COMMUNITY SERVICES DIRECTOR

 

The Mental Health, Addiction and Recovery Services (MHARS) Board of Lorain County is seeking an experienced community mental health and substance use disorder professional as Community Services Director.  The person will provide leadership in ensuring the highest standards of care for the county’s comprehensive community mental health and substance use disorder system, and will ensure that high quality, fiscally responsible, mental health and substance use disorder system services meet the needs of those in Lorain County.

 

Candidates must have knowledge of and experience with the continuum of community based services, public funding streams and fiscal planning, program evaluation, budgetary analysis, project management, and treatment and recovery supports for adults and children. Collaboration and team facilitation skills required.  Must be an excellent verbal and written communicator and have successful experience providing administrative and clinical supervision.

 

Minimum of a Master’s Degree in Social Work, Psychology, Counseling or a closely related field; Ph.D. preferred. No less than 5 to 10 years progressively responsible clinical, supervisory and management experience in mental health, substance use disorders or a closely related field.

The Toledo-Lucas County Port Authority (TLCPA) in partnership with the City of Toledo (COT) and the Ohio Department of Natural Resources (ODNR), is seeking a qualified consulting and engineering firm to provide professional planning, engineering and design services in connection with the Grassy Island Wetland Restoration project. These services are to be provided in connection with the H2Ohio Grant agreement between the TLCPA and ODNR. This project will incorporate innovative costal wetland design and nutrient reduction approaches that will enhance the Maumee River and Lake Erie water quality. The total project budget is approximately $700,000.00. The targeted design completion date is May 1, 2021.

The Bidder may be subject to a Pre-Award Affirmative Action Compliance Review in accordance with Section 123:2-5-01 of the Ohio Administrative Code including a review of the Bidder’s employment records and an on-site review.

The Bidder must indicate on the Bid Form, the locations where its services will be performed in the spaces provided or by attachment in accordance with the requirements of Executive Order 2019-12D related to providing services only within the United States. A.     Project Description

Cuyahoga Community College (Tri-C) Western Campus has experienced significant increase in student demand for its successful Nursing Programs. To meet the demand, spaces within the West Campus Health Technologies Center are proposed to be converted from the Medical Assistant program to Nursing Skills Labs. The unique nature of the Nursing Skills Lab will require the spaces to undergo a transformation to simulate an inpatient healthcare environment in lieu of the existing outpatient healthcare environment.

 

The Heath Technologies Center was constructed in 2007 as a steel-framed, fully sprinkled structure. The building is classified as Type B – Business occupancy and Type IIB construction. As the flow and size of the area is not changing, it is not anticipated occupant load, path of egress, or exit travel distances will be negatively impacted. The project area consists of approximately 4000 SF of existing education space.

 

This Request for Qualifications is for Criteria Architect/Engineer Services for the Design-Build project delivery method.

B.      Scope of Services for Nursing Skills Lab Renovation

The Criteria Architect/Engineer (C-A/E) team will investigate the existing education space and through coordination with the college provide the following services including but not limited to: Program Verification (POR substantially completed during feasibility study), code review and compliance check, schematic design documents with detailed design summary (graphic and narrative) to be used during the design phase (by DB Team), equipment/furniture planning, schedule development, bid evaluation assistance, pre-construction assistance, construction assistance.

 

Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services required for each. A copy of the standard Agreement can be obtained at the OFCC website at http://ofcc.ohio.gov.

 

C.     Funding / Estimated Budget

·          Estimated Total Project Cost:  $2,000,000

·          Estimated C-A/E Fee:  2-4% (Based on current extent of feasibility study documents)

C: Adult and Juvenile Corrections, Community Corrections and Reentry Programs

D: Courts, Defense, Prosecution and Victim Service Programs

Lucas County also has FY2018 Title II Formula Grant funds available for local community projects to support direct services aimed at reducing the disproportionate number of juvenile members of minority groups that encounter the juvenile justice system.
